Aseskin Management at the Soeroyo Psychiatric Hospital, Magelang

MANAGEMENT OF ASKESKIN IN SOEROYO MENTAL HOSPITAL, MAGELANG DURING 2006

Background: Health insurance for the poor (Askeskin) is one of the Government's efforts to provide health services for those who cannot afford it and has been implemented since 2005. This program has provided significant achievements, but in 2007 it encountered problems due to claims against PT Askes. (Persero) has not been paid. In contrast to the situation at the Soeroyo Magelang Hospital, the hospital's income actually increased and the delay in claims did not affect the hospital's operational costs.
Research purposes: This study aims to describe the management of Askeskin at the Soeroyo Mental Hospital (RSJ) Magelang. Research methods: This research is a case study with a quantitative and qualitative approach. Quantitative approach is obtained through document search. A qualitative approach was carried out by in-depth interviews with the director, the hospital Askes team and employees of the Soeroyo Magelang Hospital. The data will be analyzed descriptively qualitatively.
Results: The delay in claims from PT. Askes (Persero) did not affect the operational costs of the Soeroyo Magelang Hospital. The hospital's revenue has continued to increase since the holding of Askeskin in 2005, this is based on the large number of mental patients who come from underprivileged families and its form as a central mental hospital which receives regular funding from the government every year and is a BLU. Service quality indicators to assess hospital efficiency are close to national standards but not ideal. Failure to achieve this is because mental patients require longer treatment days than general patients. Employee performance is quite affected by the availability of Askeskin at Soeroyo Magelang Hospital because the more Askeskin patients are treated, the medical services also increase according to the motivational model.
Conclusion: The increase in income at the Soeroyo Magelang General Hospital after the implementation of the Askeskin program was caused by the type of hospital which was the central mental hospital and this hospital was designated as BLU. It is necessary to strive for indicators to assess hospital efficiency in order to achieve ideal standards. Employee performance is quite affected by the Askeskin program, but this is not a major factor.
